Unable to select Phrase from available phrases of the phrase set assigned

Hi Experts,

I have created phrases and assigned to phrase set and the phrase set has assigned to char. and I could see those Phrases in the available possible entries. But I could not select those and assign it to char.

Please help me to clear the issue.

I have ran Cgcz transaction and selected activate phrasing of characteristics. still could not get out of this situation.
